General Rules.

GM/Assistant GM Applications: All GM/AGM applicants must submit an application for employment. Applications will be filled out as provided below.

Example...

Team Wanted: CKSA Moscow
Position Wanted: GM
AIM: ****
MSN: ****
Team Direction: Rebuilding b/c the team is old and hardly ever makes the playoffs.

EBA Owners: Only League management will be authorized to manage 1 team per league (NBA/EBA). If you are not part of league management then you are only authorized the manage 1 team. However if you do own 1 NBA and 1 EBA team you will not be able to draft your own EBA player.

Yearly GM and AGM Accomplishments:

At the end of every sim season ALL GMs and AGMs will each make a post in their respective threads posting their GM accomplishments for that season. This section will be for any significant PP accumulated or anything that the “Team” Management deems as significant.

The above are used by league management for future applications for other teams. Available personnel will be evaluated by their seasonal accomplishments.

GMs and AGM, after showing their activeness and keen GM’ing ability can sign a contract with the League in which the GM/AGM will receive PP for remaining in the league and with their current team. If in the event the GM, decides to leave the league they will not be allowed to return to the league for 1 full season. In which at that time they can return to the league with their current contract in tact, they however may also apply for a position within another franchise, but without any contractual terms.

The League can hire and fire as needed, for the betterment of the league. But the above is the “Official” Process.

Team Management Contracts:
Initially no GM/AGMs will be signed to a contract. After the first season the NBA/EBA league management will review each teams status and offer contracts as they seem fit.

Contracts can range from 1-5 years and from 1K to 5K participation points per season. Contracts will be offered in their individual threads. The GM/AGM will need to post whether they accept or decline the league contract.

NBA Draft (how if affects EBA): During the NBA draft a European player may be selected from one of the European teams. IF in the event a owner owns 1 team in each league he is authorized to draft a player from his EBA team for his NBA team, however the EBA owner will pay the MAX allowable buyout from the buyout scale. HOWEVER, if a player is selected the European team can retain that player for a maximum of 2 more seasons or the expiration of their current contract whichever comes first. They may also agree to a buyout immediately, it will depend on the negotiations between the NBA and EBA teams. Once those 2 seasons are complete, if the player is still under contract the NBA team must buyout the player from their EBA team. No EBA players will leave the EBA prior to their 21st birthday, meaning if a player is draft in the NBA draft at 18yrs old he will remain in the EBA regardless of draft position until he is 21 and the NBA team that drafted his rights will retain those rights until he is eligible to come to the NBA, if they decide not to bring in over to the NBA after he turns 21 and has held his rights for 2 years or more, the NBA team loses the rights to that player. After that an appropriate buyout will be done between owners. In the event that an NBA drafts an EBA player and their is no EBA owner, the NBA team will "buyout" the EBA player at the prorated price. All used money will just be deducted from the NBA teams bank. The following is a scale for MAX-MIN what EBA owners can demand from the NBA teams acquiring the draft player. Also listed is the buyout price for NBA teams to pay if the player is on a team not owned. If a both teams have human owners and the buyout is done, the EBA owner WILL gain the points from the buyout unlike if there was no EBA owner for that team.

If in the event a player is NOT under contract with any EBA team (his contract expires or expired) before the 2 years is up the NBA team has his rights FREE! The NBA team does not have to agree on a buyout with the EBA team unless they allow the player to remain in the EBA and sign a contract with a team in which case they still only get 2 years to keep his rights, if they do not bring him over within 2 years they LOSE the players rights and he is eligible to be drafted again. HOWEVER a team can choose to leave the player in the EBA for up to 2 years even if his contract expired after year 1 however after year 2 they must then agree on a buyout with the EBA owner or lose the rights to the player.

NBA DRAFT POSITION (Max/Min/CPU Buyout)
1st Round Picks 1-5: 10000/2500/1500
1st Round Picks 6-14: 7500/1500/1000
1st Round Picks 15-21: 5000/750/750
1st Round Picks 22-29: 2500/600/600
2nd Round Picks 30-45: 1000/500/500
2nd Round Picks 46-58: 750/300/300

EBA Rosters: Rosters will consist of a maximum of 15 players with 3 players on the injured reserve. 12 Active players will dress for each game. There will be a MAXIMUM of 3 American players per team. If in the event you begin with more than 3 that is the ONLY exception. Once the beginning of season 2 begins all teams MUST be at 3 Americans or less.

EBA Salary Cap: The EBA salary cap will be set at 30M. Each team will have $30M to spend as necessary for players to fill their teams.

EBA Draft: The draft will consist of Random American and European players (Majority European). There will be 2 full rounds of selections and picks may not be forfeited. All teams will either be on the LIVE draft or send in a draft list. Teams AFTER the 1st round may CPU their 2nd round picks (mean the CPU will pick what they perceive the best player available.)

Post Draft: Once the NBA draft is completed the European teams have a chance to draft any remaining NBA draft eligible players. Once the Post Draft European period is over the American Division Free Agency will begin.

Free Agency: Once the NBA Free Agency period has ended, all remaining free agents will be eligible to be signed by European clubs. The players available can be signed for up to 2 years. Once 2 years in the EBA has been completed the players will return to the American division free agency pool. The free agency cycle for that player starts over. The European Free Agency period will last for 5 simulated days. During that period players will evaluate and accept offers as they see fit. The EBA does NOT have an MLE or LLE available. Only teams with available salary cap space will be able to sign players to multi-year contracts. Once the FA period has been completed all remaining free agents are available to sign ANYWHERE they see fit (NBA or EBA). All contracts will be for the minimum $ for 1 yr.

Player Cuts:
Players may be released/cut but the team releasing or cutting the players will be accountable for the remained of the players contract. There will be no cutbacks to other teams. IF in the event a player is traded and then released within the first 10 sim days the player cannot resign with his former team until after that sim.

Example: Team A trades Joe Jack to team B. Team B that say day releases Joe Jack. Team A cannot resign Joe Jack until after the next sim.

Buyouts: Once a player has been drafted into the NBA, the NBA team must contract the EBA team and discuss a contract buyout. EBA teams will be compensated for the loss of a European player from their team. Teams however will only swap participation points in exchange for contract buyouts. All buyouts will be agreed upon by both teams respectively. (SEE DRAFT INFO FOR $$ SPECIFICS)
